113 Michigan Citizens Support State Funding for Volunteerism in Michigan!

Deadline for Sign-on Letter Extended to July 29th

State funding for the Michigan Community Service Commission (MCSC), a state agency that supports service and volunteerism, is slated for elimination! One hundred and thirteen Michigan supporters have signed a letter (see attached) calling for the full restoration of state support for the MCSC. You can join your name to this list by emailing your name, title, and organization name to Tiffany Aurora at taurora@connectmichiganalliance.org. CNCS Offers $4 Million in Challenge Grants to Encourage Baby Boomer Volunteering

The Corporation for National and Community Service has announced the availability of approximately $4 million in Challenge Grants for a small number of nonprofit organizations to expand or launch new programs that encourage the baby boomer generation – born between 1946 and 1964 – to become volunteers to help meet important community needs. Organizations receiving funds through these grants must focus on engaging baby boomers in full-time, part-time, or episodic community service. Applicants must propose programs that will operate in three or more states. The deadline for applications is August 23, 2005. Senate Appropriations Increase for CNCS

The CEO of the Corporation for National and Community Service announced that the full Senate Appropriations Committee voted to appropriate $935.2 million to the Corporation for National and Community Service and its programs for fiscal year 2006. This level is $14 million above the President’s request and is the same amount recommended by the Labor- HHS-Education subcommittee earlier this week. We now have more information on how the numbers break down. These are listed below. The figures in parentheses denote the amounts by which the Senate bill exceeds the President’s budget request.

Domestic Volunteer Service Act
VISTA: $96.4 million
RSVP: $60.2 million
Foster Grandparent Program: $112 million
Senior Companion Program: $47.4 million

National and Community Service Act
AmeriCorps Grants: $280 million (+$5 million)
NCCC: $27 million (+$1.5 million)
National Service Trust: $149 million (+$3 million)
Learn and Serve America: $42.6 million (+$2.6 million)
Innovation and Demonstration: $15.9 million (+$6 million, which we understand the committee report will designate for Teach for America and Communities in Schools)
Evaluation: $4 million
Partnership Grants: $15 million
State Commission Administrative Grants: $12.6 million

Other
Program Administration/Salaries and Expenses: $66.7 million (this is the combined total for both DVSA and NCSA; in previous years, there were separate accounts)
Office of Inspector General: $6 million

Total for CNCS: $935.2 million

The bill now goes to the Senate floor for approval. After it is passed, the differences between it and the House version must be resolved in conference before being sent to the President this fall. For a recap of the amounts approved by the House, go to the CNCS website.

Dept of Education TV Show Features Service-Learning

The U.S. Department of Education has created a new show, Service-Learning: Creating Community and Developing Citizens, which focuses on what service-learning is, how it can help children learn, and ways to get schools engaged in service-learning. The show was broadcast live on June 21 st; the schedule of rebroadcasts can be found on the Department of Education website.

CNCS Approves $6.6 Million in Grants To Engage People with Disabilities in Community Service

On July 1 st the Corporation for National and Community Service approved $6.6 million in grants to five organizations that have developed projects designed to address the needs of people with disabilities and encourage their participation in service programs. The following is a list of the grantees:

Ability Awareness , based in Costa Mesa, Calif., works to enhance the quality of life for people with disabilities through housing, education, employment, media, and volunteer opportunities.
American Association of Community Colleges of Washington, D.C., works with community partners to identify local needs and create opportunities for students with disabilities to help meet those needs by serving alongside other students.
Denver Options, Inc., of Denver, Colo., provides case management and direct services for infants, youth, and adults with developmental disabilities.
Points of Light Foundation (POLF) is dedicated to engaging more people effectively in volunteer service to address serious social problems.
University of California at Los Angeles will manage a collaborative program in three states – California, Florida, and Hawaii –focused on increasing the number of youth and adults with disabilities, including veterans, in community service.

The 2005 National Conference on Volunteering and Service will be held in Washington, D.C. on August 4 th, 5 th, and 6 th. The following are invited to attend: Volunteer Center leaders; National Service program grantees; business professionals responsible for workplace volunteer programs; nonprofit volunteer practitioners; government volunteer program managers; volunteer leaders; experts and resource providers for volunteer professionals. August 16 th – 19 th Pre Service Orientation and New VISTA Supervisor Training

The meeting will be at the Lansing Center in Lansing. Sessions during the day will focus on: navigating the state and federal policy changes that will impact how every Michigan nonprofit and foundation is governed, operated and overseen; effectively mobilizing boards for advocacy; the legal do’s and don’ts for charity lobbying and election year activities; the changing relationship between government and nonprofits as a result of increased public and government expectations of nonprofits’ capacity to meet community needs.
